N.E.S.A.R.A.
National Economic Security And Reformation Act

July 15, 2003, I had an exchange with a correspondent who wrote:

Something you said in your previous email has been haunting me:

"the waves of change are rollin' in, and I don't think the landscape is going to be very recognizable by the time things settle down again, into an entirely new pattern. A *New Paradigm* pattern!"

I have the feeling you can be much more explicit, and I'd like to hear you elaborate on what you see happening.

My reply, somewhat edited and expanded, bears in broad context, and in part, upon the passage, announcement, and implementation of N.E.S.A.R.A., the National Economic Security And Reformation Act; and so I feel it appropriate to reproduce my remarks here.

"Waves of Change"

J. Harmon Grahn

I always start from the foundational premise - which seems to me self-evident and axiomatic - that "mere" existence is itself the most remarkable "Cosmic fact" I am able to imagine. I canot really imagine it; yet I experience it, or part of it, every moment of every day. I exist, and "other things" exist as well, and I am able to interact with some of them creatively... and this just plain and simply blows my mind! There is no "rational" accounting for it, explanation for it, or possible comprehension of what it means, or how far the net of its intricately interwoven implications may eventually stretch. It is simply so.

It also seems to be so that what the Taoists call "the ten thousand things" which exist are all - ALL - connected and tied together by the comprehensive "net" which encompases all existence. This must be so, in my view, because I can imagine no plausible "atlernative" to it, such as something that might exist yet have no connection or relationship of any kind to "something else" that also exists. Therefore, "All That Is" is necessarily in the largest possible sense, singular, not plural. It is a single "thing" with a single "source," and there can be no possible "exception" to this "Cosmic fact."

Another thing that seems to be so is that everything that exists is in some way "intentional," or the product, on some level, in some way, of "creative design" and "intent." I put these terms in quotes because they are terms that refer to the human scale, not to the scale of infinity. They must have "infinite counterparts" of some kind, that lie entirely off the scale of human comprehension, yet still have something in common with what we experience as human creativity, purpose, and intent. The nearest I can come to expressing this in words is to speculate that "All Things" must in some way be the product of, or a direct manifestation of some kind of "Mind Stuff," which may be labeled something like "the Creative Impulse at the Heart of All That Is." Clumsy. Yet what else can I say?1

Another thing that must be so, in my perception, is that existence, in its "infinite totality," cannot be "neutral." It is necessarily "lopsided," or "monopolar," with no countervailing or "balancing" counterpart. One way of putting this (again, clumsily) is that there is no such thing as a countervailing domain of a kind of "substantial non-existence" to balance the domain of existence, or "All That Is." "All That Is" simply IS. "All that is not" is simply not; isn't "there;" doesn't signify... anything at all.

In the abstract domain of mathematics there is the infinite field of positive integers, and it is precisely balanced by the infinite field of negative integers, such that the sum of all integers, positive and negative, is zero (0); zip; zilch; nada. This is true in the abstract domain of mathematics; yet it is impossibly false in the domain of existence. Were this not so, the sum of all existence would be "non-existence," which is logically and experientially absurd.

These are the bedrock premises upon which I stand, and upon which I base my speculations and surmises about the details of the contemporary human condition on planet Earth. If these are not in some fundamental way so, even if clumsily expressed, then I have no basis for anything I may have to say about anything.

Now in the world of human affairs, we often hear pessimistic remarks like, "If it sounds too good to be true, it probably is." However, if the premises I have outlined above are essentially so, then "what is true" is necessarily a lopsidedly Good Thing. It can't be any other way, because it is the product of a single "source," connected by "intent" and "design" with all else that is "true." This is not a "bad thing," it is not neutral, it is Good. If it isn't supremely Good, whatever it is, then ultimately, sooner or later, it doesn't work, and ceases to function.

This leads to a clear definition of "the good," which is simply "What Is." Therefore, the pessimists have "got it all wrong." Their statement, in order to be valid, must be amended to read, "If it isn't good enough to be true, it certainly is not." What is "true" is invariably the very best, for what is true, and what is true alone, is part of, and one with What Is.

Of course, there are possibly a great many people on this planet who may not see things quite in this way, and who may dismiss what I have to say as the ravings of a lunatic. This is their prerogative, and I have no wish to persuade them otherwise. I acknowledge that among "the ten thousand things" there are a great many even I do not at all like, and wouldn't "blame" anyone else for not liking them either; yet I persist in maintaining that taken as a Whole, the sum totality of "All That Is" is a Good Thing; not bad, not neutral, but positively and unequivocally Good.

For example, I don't like getting burned. Do you? Yet I must admit that it's a very good thing that burns are painful, and as a consequence one quickly learns to avoid them with care. Is this not so?

Similarly, there is much about naked tyranny and war, which have existed among humans in many times and places, such as "Caligula's Rome," "Stalin's Russia," "Hitler's Germany," and "Bush's America," which is utterly repugnant to a great many sensitive and sensible people. The human race have danced with tyranny for thousands of years, invariably with similar, and prograssively more catastrophic results; yet here it is again, in the most recent, blatent, and grotesque of its uncounted incarnations. Nero burned Rome, and blamed it on the Christians. Hitler burned the Reichstag, and blamed it on the Communists. The "Bush Administration" destroyed the World Trade Center and bombed the Pentagon, and blamed it on "terrorists."2 Yet the same old song and dance aren't playing like they used to. Swiftly increasing numbers of people here and around the world are seeing through the tattered tapestry of tired tales, deceptions, murders, and thefts, and the house of cards that has always sheltered tyranny is collapsing.

For many, this is an alarming and very painful process, for it occasions the fundamental reordering of everything in human experience. Yet is this not too a Good Thing? How else shall a long and firmly entrenched system of global tyrannical coercion, tolorated and blindly supported by generations of somnambulists, be alchemically transmuted into a genuinely habitable and harmonious human civilization? "What has been" must be seen for what it is, undisguised in its hideous and grotesque visage of greed, plunder, and rapine, beyond the denial or ignorance of all humanity. The Americans, the self-righteous "good guys" of all the world - so we have always claimed - have launched preemptive and unjustified wars upon helpless and blameless populations, on the basis of the cynical and deliberately fabricated lies of a cabal of gangland thugs, who can no longer command the trust, loyalty, or support of their finally awakening erstwhile "constituents." The scales are falling from the eyes of multitudes, and although many may be struggling desperately and in vain to replace them, or to "look the other way" in hopes of continuing the pitiful cherade, it isn't working, and it will never work again.

"What has been" in the so-called "political arena" is definitely not good enough to be true, and it is obviously and transparently false. We deserve far, far better this, and awakening to Who We Are, we shall assuredly have it.

Meanwhile, things are happening in "other dimensions" that have no immediate likelihood of being aired on the "Evening News," yet may be far more important than the shadow-show masquerading as "political events." I can neither verify nor deny what may be easily dismissed by some as "gossip" and "rumors" about "angels," "ETs," and benign or in some cases malignant forces from other parts of the universe. Nevertheless, much of the information in circulation having to do with these "off the grid" topics is fraught with interest.

In the first place, my investigations over many years have led me to the conclusion that there is nothing so "remarkable" it cannot be true. A "bizarre tale" may be fact or fiction, but its "bizarreness quotient" is not helpful in determining which. Additionally, "authority" is not a reliable determinant of "truth" either, for "the authorities" have been amalgamating truth and fiction routinely for thousands of years. "A half-truth is a whole lie" seems to be a useful rule of thumb, and "Consider the source" is another. At this late date, why anyone still accepts the "authority" of "the authorities" in regard to "what is true" is a mystery to me. Any that do must still be "sleeping in class."

Therefore, other means for distinguishing what is true from what is false are required, and all are at least potentially subject to error. My method, in part, is to accept at face value anything represented to me as being true, no matter how bizarre or impossible it may seem to be at first look. However, once I find something represented as "truth" to be a deliberate fabrication, I immediately and thereafter catalogue the source of such fabrications as unworthy of my trust; and it will be a long time before I trust anything from such a self-discredited source again. This is why "government agencies," the "alopathic medicine establishment," including pharmaceutical manufacturers and marketers, "educational institutions," "news media," and many other large-scale sources of (alleged) "information" are of little or no interest to me any more. They have utterly discredited themselves by claiming as "true" many things I have discovered by investigation to have been deliberate lies. This is not a difficult test to carry out, if one is open and persists, and the process is cumulative.

Subtraction of these large and seemingly omnipresent discredited sources of alleged "information" leaves a relatively small residue of often "bizarre tales" of uncertain veracity. Most of these I have found beyond my power of conclusive verification or denial, and fall into the broad category of "things I don't know about." On these I exercise to the best of my ability my personal on-board intuition, in full realization that I may err in two possible ways: a) by dismissing as false something that is true, and b) by accepting as true something that is false. This is the "occupational hazard" of all seekers of truth. Yet "in the long run," I am confident that "truth rises to the surface," eventually; simply because untruth may at any time be exposed by confrontation with truth, and truth is eternally invulnerable to competition with untruth. Additionally, one is always at liberty to amend a mistaken view; this goes under the label, learning.

Of the "relatively small residue of often 'bizarre tales' of uncertain veracity" that interest me (some of which may be found elsewhere in the FDL), of particular interest at the moment of writing is N.E.S.A.R.A., the National Economic Security And Reformation Act, allegedly passed in a scret session of Congress in the year 2000. This is definitely one of those "rumors" many skeptics would summarily dismiss as "too good to be true." I did so myself for quite awhile after first hearing about it, but have for the past couple of years been following the "story" with increasing interest anyway. This has been a frequently frustrating vigil; for reports, impossible to verify, have repeatedly surfaced of the imminent "announcement" of the NESARA Law; only to be dashed by subsequent reports that for this or that esoteric or "classified" reason, the "White Knights" and "Forces of Light" had hit yet another snag, and the announcement must be delayed.3

Well, I have reached a relatively comfortable relationship with NESARA, and it has to do with what I have written above, that "'All Things' must in some way be the product of, or a direct manifestation of some kind of 'Mind Stuff,' which may be labeled something like 'the Creative Impulse at the Heart of All That Is.'" "Mind Stuff" is in a very profound sense what "All That Is" IS. Clearly - and this has been said in different ways many times before - every creative work of human origin was first an idea in someone's mind. This is true of every invention, every poem, every song, every book, every building, motion picture, painting, or sculpture. "Mind Stuff:" this is where "things" - "All Things" - come from.

Now I can't "prove" this, but a lot of different people are saying it these days, and I find it intuitively persuasive too: the human race on planet Earth have lately crossed a "cosmic threshold" beyond which the limitations that have bound us for thousands of years no longer apply. This, so it is said, is already a "done deal." However, most of us have not yet awakened to the "new reality," and are still operating on the limited assumptions about who we are and what we're "supposed to be doing here," inherited from our past experience, individually and racially / historically. We're like fledglings with the real ability to fly, but we don't know how to do it yet, most of us, and we're still afraid of "falling out of the nest."

Only for us, "flying" translates into putting our "Mind Stuff" to the purposeful use of creating the "reality," the "things" we experience in our lives, to suit our own, not anyone else's, preferences. This is a freedom we have always had - always exercised, in fact - and of which we have always been terrified. Therefore we have "delegated the responsibility" for our terrifying power to others - chieftans, kings, emperors, "the authorities" - and used our creative power, our "Mind Stuff," to create a "reality" to suit the preferences of "the authorities," not ourselves. The "20th Century World" is the end result of our experiment with "delegation of responsibility," and we are now awakening to the realization that it doesn't work.

NESARA has a quality about it which is peculiarly appropriate to this transitional moment in the human drama. Nobody knows its provisions; they have allegedly been sealed, and everyone associated with them, with "inside information" about what NESARA really is, is under "gag order" not to disclose anything about it, or even to acknowledge its existence. This makes NESARA an almost entirely "unknown quantity," and as long as this condition obtains, the quantum field of limitless possibility envelops NESARA, and the "future world" that follows from it, which is thereby malleable by each our individual creative "Mind Stuff." Each of us who decides to do so may focus our "Mind Stuff," our creative power of "reality making," to bring into experiential manifestattion the world of limitless freedom and prosperity made possible by NESARA and the consequential roll-out conditions that follow from its announcement and implementation. Nobody knows what those conditions and consequences are - so each of us is empowered (if we choose to be) to decide for ourselves what that means and what that "future world" looks like, "right here, right now," in the world we choose to inhabit from this moment forward.

This is difficult for many of us, because "we've never been here before." Our habits, trained in us and programmed in us, with our willing acquiescence, generation after generation, from cradle to grave, have always orbited around the false notion that "someone else," "the authorities," are the only ones qualified to "tell us" what "reality" is. Now we are on the threshold of "getting it," and some of us are actually stepping over the line, while others hang back in various intensieties of fear, doubt, skepticism, and uncertainty, that it really is properly our place to decide what "reality" is and is not, and what kind of a world we intend to live in. We are suspended in a moment of "held cosmic breath," in which all of Cosmos, and even "That Which Creates," await our decision, each one of us individually, and all of us together, as to what our "reality" is and shall be.

There is more. It is not "reasonable" that this seemingly "insignificant" little world in an obscure solar system orbiting on the outer fringes of one of billions of wheeling galaxies, should be the only seat of biological, or even human life. Even if we had no tangible evidence for this - which in fact we do - we may safely assume the universe is teaming with life, and with civilizations without number, and beyond description in variety. We humans on planet Earth, if we choose to be - or we who choose to be - are on the threshold of taking our place in the Cosmic community of interstellar and intergalactic civilizations. I have not myself ever seen a "flying saucer" (although a few weeks ago I did see a clearly anomalous light north of here, also witnessed by my companions), yet I have read many detailed accounts of the sightings of others. The concept of "visitors from other realms" is no longer very bizarre to me, and its plausibility has been integrated into my world view.

This reminds me of a story I have seen repeated in various places, about something that is said to have happened when the first Spanish and Portuguese Explorers made landfall in the Western Hemisphere. The Native Americans who first encountered them signified to the Explorers a desire to know where they had come from, and how they had come here. "We came from across the sea," the Explorers replied, "in those ships anchored in the bay." However the Americans were unable to see any ships in the bay, and could not understand what the Explorers were talking about. Eventually, an American Shaman accompanied the Explorers out to their ship in a launch, and only when he was allowed to touch the ship with his hand was he able to see it. He explored the ship, and when he returned to shore, not only was he able to see the ships, he was able to describe them, and show them to his people, and they were then able to see them too.

Now we stand upon the cusp of a "new reality," as the Native Americans did 500-some years ago; and for us, as for them, once the "new reality" has been integrated, nothing will ever be the same again. For the Native Americans, the coming of the Explorers, and the "new reality" they brought with them, turned out not to be "good news." I do not believe this is the situation today, yet I have no doubt the transition will be at least, and probably far more profound in its way than it was for the Native Americans 500 years ago.

This transition has been "a long time coming," but it is happening very swiftly now, and will swiftly be past - just as childbirth is a momentus event in the gestation of an infant, yet swiftly passes from "future" to "past," as the newly born merges with the larger confluence of human life and development. This is why I wrote that "the waves of change are rollin' in, and I don't think the landscape is going to be very recognizable by the time things settle down again, into an entirely new pattern."

An imaginary visualization may be helpful here. Imagine being a prenatal fetus in your mother's womb, possibly in companionship with a twin sibling. Imagine further these twins sharing a speculative "conversation" of some sort, in anticipation of the moment of birth neither have yet experienced, yet both can perceive they are moving toward a critical threshold of incomprehensible change. What might their "conversation" be like? Their entire experience of "reality" has been the process of gestation within the warm and comfortable womb for the past eight months or so, although now "it's getting crowded in here, and we cannot go on like this indefinitely," as one of the twins might express it. "Something has got to change in here before long."

What that "something" is, however, or what form the impending change might take, is utterly beyond the imagination or comprehension of either of the twins we may imagine speculating about it. It is entirely outside their range of experience; and until they go through it, and experience it for themselves, there is no one on Earth who can possibly describe to them, or "prepare" them for the experience of exiting their mother's womb and embarking upon their new lives "in the wide world." Yet the infants' Birth Day inexorably approaches, and when contractions commence, the infants are irresistably prpelled into a "future" with almost nothing in common with their experience of their "past."

I imagine the entire human race on Earth to be in a strikingly analogous situation, right now. It is an entirely "natural process," yet utterly beyond our experience and comprehension; althoungh not necessarily beyond the experience or comprehension of "others" who may be in attendence here.

The "waves of change" are moving multidimensionally now. Children of extraordinary capabilities are being born in large numbers; the Sun is pouring more energy into the Solar System, and upon and into the Earth, than has ever been observed before; the basal frequency of the planet is rising rapidly, as the planetary magnetic field diminishes toward zero; the consciousness of massive numbers of individual human beings is rising, and awareness is being widely shared in ways never before experienced in human society.

And in the midst of all this, the "house of cards" erected by those who would prolong the artificial usurpation of the free will of a population of Cosmic Sovereign Beings is collapsing and being scattered by the "waves of change." Truly, before we know it, we shall find ourselves in an entirely diferent state of being - effectively an entirely different planet - than we have ever inhabited before. I feel like I'm here already, and the "new reality" is taking more substantial shape around me daily. And I AM making the decision, every moment of every day, what shape my "new reality" shall take. "Go thou [if you so choose], and do likewise."

This is my elaboration, in part, upon what I see happening. I may make it the basis for a chapter in my forthcoming book. Therefore, I ask that if you share it you include the following statement:
