I was unable to view the broadcast as I am one of possibly half a dozen
Americans who does not have a television in their home. However I was and
am highly interested to learn whether the program was actually broadcast,
and what impact it may have had, if any, upon the "properly wired" public. I
also received another notification about the broadcast, worded vary
similarly to the one above, which included a link to
http://www.sightings.com/politics5/fraud.htm. When I attempted to access
that URL, however, I encountered only a "404 file not found" error; when I
abbreviated the URL to http://www.sightings.com/ I got the Jeff Rense -
Sightings Page all right, but could find no mention of the C-SPAN broadcast
your message described. I also consulted the C-SPAN.org Program Schedule
at http://www.cspan.org/guide/schedule/ but was unable to find any mention
of the program your message described for Saturday Nov. 13th, either on
C-SPAN or C-SPAN 2. Perhaps the seven-figure bribe did its work?
I am neither skeptical nor credulous of your message, only interested in
ascertaining, if possible, its authenticity. I imagine you are receiving a
considerable volume of e-mail related to this (evident) non-event, and I
feel reluctant to swell that volume by yet another message to you. However, if
you have any further information on the matter with which you are responding to
inquiries, I would appreciate being included in the distribution.

This last week, the Net was buzzing with information about Bob Schulz's "IRS
Showdown II" scheduled for the National Press Club in DC on November 13,
1999. Lots of people expected C-Span to cover this meeting like it did the
previous one, but that did not happen. You have inquired regarding the lack
of coverage by C-Span and I offer the following. Because so many others have
also inquired, please excuse this "form" response which I am sending to
everyone.
On July 1 and 2, 1999, Bob Schulz from New York sponsored his first "IRS
Showdown" in DC. Speakers at this first meeting were Bill Benson (author of
"The Law That Never Was" which addresses the question of the non-ratification of
the 16th Amendment), Bill Conklin, Joe Banister (former IRS Special Agent),
Devvy Kidd and myself. Fortunately on July 2, C-Span broadcast the second day of
that meeting nationwide and untold numbers of Americans caught it. Lots of
interest in that first Showdown was generated as a consequence. Many contacted C-Span
and ordered video tapes of the seminar and C-Span has informed Bob Schulz
that it sold more videos of that meeting than any other program it has ever
broadcast.
Bob planned his second Showdown for this last weekend, November 13, because
of the apparent success of the first. Of the two meeting rooms on the 13th
floor of the Press Club Building in DC, Bob rented the bigger "special events"
meeting room; the Press Club has a built-in broadcast studio above this particular
meeting room, thus making coverage of a meeting there extremely easy.
Thereafter, Bob contacted C-Span inquiring whether it would cover this
second meeting like it did the first, and was informed that there was a great
likelihood that it would, reserving the possibility of cancellation in the
event of some other "more interesting meetings or events." Of course, C-Span does
not let those conducting events know about whether it will broadcast a
meeting until 24 hours before.
When Bob made the arrangements for this second meeting, he was also lining
up the speakers. He asked Bill Benson to again attend as well as former IRS
Special Agent Joe Banister. Joe anticipated that he could get another retired IRS
revenue agent to also attend and this other agent has views similar to
those of Joe. Bob contacted Dave Bosset, an accountant and employer from Florida who
recently received a "refund" check from the IRS repaying taxes withheld from his
employees, and invited him to attend. As for me, I told Bob that whether I could
attend depended upon a lack of other obligations for that weekend.
Last Thursday, I called Bob and informed him that I could attend the second
Showdown. At that time, Bob told me that he expected C-Span to provide TV
coverage of the event and he wanted us to spread the word. I did, and you read
one of the announcements distributed by me or some other of the interested
parties. Bill Benson contacted many with the same message and everyone
anticipated that C-Span would televise that meeting on Saturday, Nov. 13.
On Friday, Nov. 12, most of the speakers arrived at the hotel at which we were
staying early; I did not get there until mid-night. Nobody had seen Bob Schulz
before we went to bed because he was driving down from New York. The next
morning, we all went to the Press Club in DC, and upon seeing Bob, he informed
us of his expectation of televised coverage by C-Span. However, he did mention
that he provided a notice of the meeting to all of the other press agencies
located in the Press Club Building on Friday, Nov. 12 and invited their
attendance. Just before he left New York on Friday, he received a call from
a man named Joel Gray, who claimed to be some type of federal government
employee; Gray asked lots of questions about the meeting and stated that he
had an office in the Press Club building and had received Bob's notice.
About 30 minutes before the meeting was to start, everyone was anticipating
the arrival of the C-Span crew. But when showtime arrived and C-Span failed
to appear, we had to start the meeting anyway. It was a good, well attended
meeting and video tapes will be made available from several sources, one of whom
will be Devvy Kidd whose webpage is at:

A particular highlight of this meeting was the speech given by Dave Bosset.
Dave is an accountant by profession as well as a computer program writer. He
is a businessman from Florida and recently (this last June) applied for a
refund from the IRS regarding withholding taxes that his company had paid on
behalf of its employees. Dave received that refund. He told those attending this
meeting about what he did and the legal basis for his refund claim. This is a
"first" and lots of people are interested in this issue. I hope that Dave soon sets
up his own webpage.

We were very disappointed that C-Span failed to broadcast the second meeting
of IRS Showdown. Presently, this is what we know regarding the failure of
C-Span to attend and broadcast Showdown II:
1. Bob Schulz believes that the government employee, Joel Gray, was
instrumental in convincing C-Span to not attend;
2. When the IRS Showdown was over, we went back to the hotel. Bill Benson
received an important message to call his wife, and that lead to certain
very intriguing information. Bill had informed lots of people that at Showdown
II, he would identify Senator Orin Hatch as a party who attempted to buy all of
Bill's work and books regarding the non-ratification of the 16th Amendment so that
this information would not "get into the hands of the kooks out there" across
America. Bill did tell everyone at Showdown II what Sen. Hatch's "henchmen"
tried to do. But Bill received after the meeting a very important message from
a good and reliable friend: C-Span did not attend and broadcast this meeting
because it was paid "big bucks" not to.
As more information is learned regarding this C-Span matter, I expect Bob
Schulz to post that information to his webpage. Why don't you periodically
check there to receive information about any late breaking developments.

Finds IRS Has No Laws To Collect Tax

Dear Friends,
A few days ago, I sent out a piece which contained information
regarding Joe Banister. Joe is, or more accurately was, an IRS
Special Agent working in the Criminal Investigation Division
of the Internal Revenue Service.
14 Months ago, Joe began to communicate with several "tax
protesters". In a rare occurrence, representatives from Freedom
Law School and the Free Enterprise Society, along with Bill
Conklin, Attorney Larry Becraft, Devvy Kidd and Bill Benson
were able to convince Joe (whose job it was to put people like
them in jail) to actually evaluate the information that was so
objectionable to the IRS.
For the next 14 months, Joe poured over the information. A few
weeks ago, he submitted a 90 page report to his superiors at IRS.
In his report, Joe informed his superiors that he had found the
following information to be legally accurate and factual (partial
list):
1) There is no federal law requiring an American Citizen,
working and living in one of the 50 states, to file an income tax
return or pay income tax.
2) The 16th Amendment did not provide Congress with any new
taxing authority, but merely reversed an earlier US Supreme
Court decision, thus placing the income tax forever within the
category of a "privilege tax" (i.e. a tax for doing something
that you have no natural right to do as a Citizen).
3) The so-called 16th Amendment was never properly ratified
and therefore, having never received the blessings of the Union
states, it is only a federal law which applies to Washington
D.C. and its territories.
4) The United States operated each year EXCLUSIVELY by loans
provided by the Federal Reserve (which is a 100% private banking
institution and is not a government agency) and not one penny of
income tax goes to the US Treasury, but rather 100% of the tax
collected goes directly to the Federal Reserve banks. In short,
the IRS acts EXCLUSIVELY as the collection department of the
Federal Reserve banking system.

Letter From IRS Agent (Former) Joseph R. Banister
Dear Friends:
Well, the day of reckoning has arrived. On February 11, 1999,
in my capacity as a Special Agent and federal law enforcement
officer sworn to support and defend the Constitution of the
United States, I submitted a "preliminary report" to the Chief
of the IRS Criminal Investigation Division for the Central
California District. My report summarized my findings regarding
allegations that the income tax and filing of federal income tax
returns is voluntary, that the 16th Amendment was never ratified,
and that income taxes are not used to pay for daily government
operations.
In order to ensure that unnecessary and unwarranted delay
would not occur, I requested that my report be forwarded to top
officials in the IRS up to and including Commissioner Charles
O. Rossotti, and I respectfully requested that the Commissioner
or his designee respond to the evidence in my report within 30
days. Today, my Chief called me into his office and gave me a
memorandum.
The memorandum dated February 17th, 1999, read in part:
The Internal Revenue Service will not be responding to your
request and will provide you with the necessary paperwork to
tender your resignation. You will be placed on administrative
leave effective upon receipt of this memorandum for a period of
seven calendar days to consider what actions you wish to take.
I was told that officials at the highest levels of the Internal
Revenue Service were consulted regarding a response to my
report. Apparently, I have now joined the ranks of every other
taxpayer who ever was ignored or otherwise rebuffed by the
Internal Revenue Service when they petitioned the IRS for a
reasonable explanation.
The only conclusion that I can reach is that those officials
thought it was better to rebuff my request and pass up a golden
opportunity to prove my research wrong than to have to admit
that so-called "tax-protesters" and other supporters of the U.S.
Constitution have been right all along. Ironically, had the IRS
taken the time to address my concerns, or perhaps perform
the simple task of proving the allegations wrong, I would have
gladly been their spokesman advising taxpayers not to fall for
these untrue allegations for the rest of my career.
As the memorandum states, I have until Friday, February 26th,
1999, the day after the 86th anniversary of the alleged
ratification of the 16th Amendment, to tender my resignation.
This is certainly a sad day in my life.
Although I was hoping for a better result, I learned today after
over two years of investigation that the Internal Revenue Service
is everything that the so-called "tax protesters" said it was;
non-responsive, unable to withstand scrutiny, tyrannical, and an
agency oblivious to the rule of law and the U.S. Constitution.
May God help us all.

To all who seek to end the fraud that Congress has perpetrated
through the IRS.
On thursday, February 25, 1999, Joe Banister voluntarily
relinquished (which is not to be confused with "voluntary
compliance") his title as a special agent for the Internal
Revenue Service. He no longer works for the Criminal
Investigation Division of that agency because he presented
his superiors with various discoveries he made concerning
fraudulent implementation of the income tax laws. His
superiors refused to address any of the issues, so Joe did
what you would expect of a person of integrity, he resigned.
Joe researched the income tax code, as many of us have, and
was unable to discover the law that made ordinary Americans
subject to the income tax. Before he joined the IRS, Joe had
been accredited as a certified public accountant, so his search
for the elusive statute which would make Americans subject to
the income tax was most certainly a professional endeavor. It is
Joe's professional opinion, as a CPA and a former special agent,
that there is no such law. And, as an attorney, I have conducted
a similar search, and like Joe, have also concluded that there is
no such law.
