Paul, one of Dr. Mack's abduction clients, is featured among the cases in Mack's book [Mack, 1994, ch. 10.] as an abductee who realizes under hypnotic regression that he is actually "part alien" and has a greater empathy for "aliens," which he feels more comfortable calling "brothers," than for Humans. During his regressions he switches from Human to "alien" perspectives and back again repeatedly, and at one point, speaking as an "alien," says, "we don't understand why you are so stuck. An organism that gets to be at such a degree of destruction should flip back and learn upon itself. It should understand...like you stretched it out to its maximum, and you should understand that you're going to break...we don't understand why you choose destruction." [Ibid., p. 227; ellipsis in original.]

A bit further on,

"Paul was puzzled to experience himself as actually being at the crash site. 'I'm just here with them. I feel like I'm their friend. I know who shot them. Why? Why did we shoot them? Why did they shoot them? This isn't right. Men in uniforms. They're showing me who shot them. I don't belong with that group. It's the military. It's soldiers. They shot them. They [the beings] have been hurt. I can't help them.'

"'Then what happened?'" inquires Mack.

"'All the jeeps are coming,'" says Paul. "'We're taking off. We have to go. We're going to leave the rest.' I [Mack] asked if he was one of them or in human form, and Paul replied 'I'm human.' 'We have to leave the crash site,' he continued. [']The army's coming and they're going to take everything. They're taking the ship; they're going to take the ship.' But he saw that his alien brothers were 'hurt by the fear of those men...They [the aliens] have to show me this stuff,' he said. 'I don't like to see it.'

"'Why?' I asked. 'I don't want to be human. I don't want to be human. I'm sorry for being human. I didn't mean to hurt them.' Paul explained that he was also nine when he was at the crash site, in another ship that went to rescue the dead ones." [Ibid., pp. 234-235.]

This episode seems reminiscent of the famous alleged "flying saucer crash" at Roswell, New Mexico in 1947, one of the enduring landmarks of "UFO lore," and the focal point of a "conspiracy theory" that simply will not go away; although it has been explained officially as the crash of a top-secret balloon-launched high-altitude surveillance device.

Linda Moulton Howe, a film and television documentary journalist whose name has become prominent in the "UFO scene," is quoted by Bryan as having received in April, 1983 some privileged information on an incident at Roswell from an official of the Air Force Office of Special Investigations (AFOSI) at Kirtland Air Force Base, Albuquerque, New Mexico. According to Howe, she was shown a "Briefing Paper for the President of the United States on the Subject of Identified Aerial Vehicles (IAVs)." She read the paper, but was not allowed to keep, copy or take notes on it. The paper's subject was another UFO (or IAV) crash at Roswell, this one in 1949, in which "'Six creatures were found, five dead and one alive. The bodies were described as gray-colored, with both reptilian and insect characteristics, about three feet to four and a half feet tall. Long arms, four long "fingers," no opposable thumb, clawlike nails with webbing between fingers. Instead of a nose and ears, there were only holes. An Air Force major took responsibility for the live one and had it transported to Los Alamos Laboratory north of Albuquerque. According to the paper I read, the creature lived at Los Alamos until June 18, 1952, when it died of unknown causes.'" [Bryan, 1995, p. 120.]

There is another fascinating section in Bryan's book, in which he describes a discussion with Sacramento psychologist Richard J. Boylan, Ph.D., one of the presenting investigators at the M.I.T. Conference. Boylan is not only a professional investigator, he has himself had a CE-IV experience; so he's seen the phenomenon from "both sides," as it were. But this particular discussion revolved not around Boylan's CE-IV experience, but around an investigative journey he had taken in April, 1992; a "grand tour" of the major "secret sites" in the western United States.

"During that 'grand tour,'" wrote Bryan, "Boylan had visited the Tonopah, Nevada, USAF Air Defense Command Headquarters; the Tonopah Test Range; and Areas 51 and S-4 at the northeast corner of Nellis Test Range (the Groom and Papoose Lakes bases). Boylan had then continued on to Archulete Peak, just north of Dulce, New Mexico,* near the Colorado Border; from there to the three huge Los Alamos National Laboratories, which stretch five miles by thirteen miles over most of Los Alamos County; and to Kirtland Air Force Base outside Albuquerque, which houses the Western Regional Headquarters of the Department of Energy (Strategic Defense Initiative), the Sandia National Laboratories, the Defense Nuclear Agency headquarters, and the DOE's National Atomic Museum. He stopped at Sunspot, New Mexico, where the National Solar Observatory is located atop Sacramento Peak along with the Army Sacramento Peak Frequency Surveillance Station. From Sunspot Boylan had proceeded to the National Radio Astronomy Observatory's Very Large Array of twenty-seven huge eighty-two-foot-wide receiving dishes on the plains of San Augustin in New Mexico and eventually to the Northrop 'saucer plant' near Lancaster, California." [Brian, 1995, pp. 165-166.]

Boylan described how he had a tire evidently shot flat by possible "guards" in camo gear without insignia or identification, posted in an unmarked Ford Bronco five miles outside the entrance to the Groom Lake facility in south central Nevada. After changing tires, Boylan "retreated." "'I waited until it was dark, and then I returned and prudently parked about a quarter-mile east of where I had last seen the Bronco and got out my binoculars.'" [Ibid., p. 171.]

Starting around nine-thirty that evening, Boylan witnessed a sequence of brightly illuminated craft rising above the ridge line between his position and Groom Lake, and performing in some instances "'a series of incredible, blindingly fast pendulum and zigzag and back-and-forth maneuvers at mere fraction-of-a-second intervals, covering, perhaps, nine hundred feet in a jump!'" [Ibid.] He went on to describe the silence of the night, and how he was able to hear the motor of a distant airplane as it traversed the desert sky from horizon to horizon; but these unidentified illuminated craft out of Groom Lake made no noise whatsoever. Yet he had the sensation that these were either primitive craft of their type, or were piloted by inexperienced pilots.

"'Well, these craft were navigated in a rather conservative and slow fashion and did not display the confident maneuvering and extremely rapid departure style so often reported for extraterrestrial UFOs. And so I concluded that these are either U.S.-manufactured discs at a primitive stage of technology, or at a primitive stage of pilot mastery. However, the extreme hyper-fast aerobatics-in-place performed by the second object indicates to me, at least, that inertial forces, and therefore gravity, have been overcome by these craft.'" [Ibid., pp. 172-173. See also Hill, 1995 for an in-depth discussion of these extraordinary flight characteristics.]

Boylan made numerous fascinating discoveries in the course of his odyssey, but one that interested me particularly was something he learned at the National Atomic Museum at Kirtland Air Force Base in Albuquerque. There he discovered the DOE has, according to its own published information, created compact, self-sustaining fusion reactors. "'This is an inexhaustible and rather compact energy source,' he explains, 'and may be the power plant for the gravity-defying craft I saw at Area 51.'" [Bryan, 1995, p. 175.] My question - or one of them, anyway: Why has not this compact, portable, inexhaustible energy source been disclosed to the public, and/or been made commercially available? My speculative answer: Because such an energy resource dispersed in large numbers amongst the general population would irreparably damage the control apparatus created and maintained by and for "the authorities."

In sum, here is the thumbnail sketch that emerges in my mind as I take these facts and allegations into consideration:

1. A great many Individuals over a significantly prolonged period of time have been reporting experiences with some kind of mechanical objects in the skies that exhibit flight characteristics entirely inconsistent with conventional understanding of aerodynamics, ballistics, physics, and in general, "what is possible." Numerous of these experiences have had to do not only with such inexplicable machines, but with their "pilots" and "inhabitants" as well, who / which are of unknown origin and nature but are evidently not Human, and are presumably not from Earth - although that may be an unwarranted presumption. We can say that, amazing as these reports are, a great many of them are very difficult to dismiss either as errors, hoaxes or hallucinations.

2. "The authorities," to whom the vast majority of "common people" habitually look for guidance, explanations and protection from possible hazards, have universally closed ranks around a firm and sustained denial of all phenomenology having anything to do with UFOs and CE experiences, and have gone to literally ridiculous lengths to "explain away" in prosaic terms phenomena that simply will not yield to any such explanation. Yet flying objects exhibiting the same inexplicable flight characteristics described in UFO encounters have been observed originating from and flying over closely guarded "secret sites" and installations accessible only to "the authorities" who intransigently deny their existence.

3. The already highly confusing, disorienting and often frightening experiences of UFOs and CE-IV are thus made incomparably more so by the very "authorities" whose commission and trust are to do the very opposite: i.e. to inform their public and constituencies of the exact nature of the situation they are encountering, to cooperate with and facilitate all endeavors to understand and deal with all aspects of the phenomena. Instead, "the authorities" have responded with deliberate, malevolent lies, half-truths, disinformation, misinformation, obstruction, nondisclosure, intimidation, secrecy. The "authority" of "the authorities," and the popular trust placed in them, have therefore been inexcusably, irredeemably, irreparably violated before every Human Being on Earth; for there is nobody on Earth to whom the significance of these phenomena are unimportant.

4. Because of the extreme secrecy, and the enormous budgets for unconventional weapons systems, it may be surmised that "the authorities" are quite possibly preparing to wage war on an equal technological footing with "extraterrestrial" Beings of unknown nature and origin, in the name but without the knowledge or approval of in effect the entire Human Race. This is a factor brought out in fuller force by the sum of Dr. Boylan's disclosures.

5. The information in the sources cited here, although possibly new to you and me, is definitely dated. The M.I.T. Conference took place in 1992, and Mack and Bryan published respectively in 1994 and 1995. The picture may have changed considerably in the mean time.

Nevertheless, the "shoot-first-ask-questions-later" reflexive posture of "the authorities," as evidenced by Dr. Boylan's experience on a public road five miles outside the gate to the Groom Lake facility, and intimated by Paul's "altered state" experience in company with "aliens" at a possible crash / shoot-down site, coupled with additional incidents of similar import too numerous to mention here, delineate the grotesque outlines of how the Human Race is being represented in Cosmos by "the authorities." Only, the term "Human Race" in this connection is far too nebulous and indistinct: this is how You and I, singularly and individually, are being represented to Cosmos.

If you happened to view the popular film, Independence Day last year, I'm sure you'll recall that scene where the President gets to talk face-to-face with one of the invading Aliens. "What do you want us to do?" asks the President in perplexed exasperation. "Die!" replies the Alien. Well, just turn that scene around so the roles are exactly reversed and you'll have a succinct and accurate summary of the long-standing agenda of "the authorities" on Planet Earth, as evidenced by a consistent and unwavering historical record that marches out of the dimmest recesses of our prehistoric past. The "automatic agenda" of "the authorities" as currently poised, once given mastery of the technologies now evidently being clandestinely developed at Groom Lake and elsewhere, is to fan out into the universe plundering planetary systems at will, exactly and precisely as the Aliens were depicted in Independence Day. Is that what You are? Is that what I AM?

I can only speak for My Self; so in unflinching honesty perhaps I must admit to it - in part and superficially. But I declare "before Gods and Men" that is not all I AM; that is not My core essence. I declare that at the essential core of My Being, I AM Love, and Light, and Truth, and Liberty, and Compassion, and Creativity, and Responsibility; and I believe I share these noble qualities with every Human Being on Earth, without exception. If I am mistaken in this belief, i.e. if Humanity is not in Cosmic Fact at bottom noble, flawless and divine, as I have been claiming, but is really as fundamentally destructive to Life as our history suggests, then let the Human Race be blotted out, including Me and My Family and all I love and cherish; for the contagion that has in such case been spawned upon the Earth must not spread into the universe at large, by any means, or under any circumstances. Better the Human Race should be blotted out as if we had never existed than that we should infest the universe with the corrosive hate and fear that has consumed us throughout our entire historic tenure upon Earth. Let it be done, and done quickly! Quarantine the fatal disease of Humanity, and strike it from the annals of Life! Finis!

But you know I don't believe that for a moment. I know that is not what I AM at bottom, and it is not what You ARE either, whoever / whatever You may think You are. Therefore I believe something else entirely is happening and unfolding with impeccable timing right now. "The authorities" are imaginary. "Governments," "institutions," "administrations," "bureaucracies," "corporations," are the imaginary concoctions, "legal fictions," of Sovereign Individual Human Beings. That is all they are. That is all they have ever been. They are made entirely out of paper and words and Human ideas; theatrical costumes, props and pageantry. The only power they have is the power given them, by intention or default, by Sovereign Individual Human Beings. What is happening right now is that Sovereign Individual Human Beings are realizing this simple but profound Truth.

I believe, in other words, that "the scales are falling from the eyes" of Sovereign Individuals everywhere at this time. People in all walks of life, of every race, nation, language, culture and occupation, are awakening to the realization that the "automatic agenda" of "the authorities" is not in their, our, or anybody's interests, anywhere. Some Sovereign Individuals with access to the wealth and corporate power that drives the "automatic agenda" are awakening and altering course by investing their native creativity, energy and resources into "new paradigm" projects. Some with high "security clearances," giving them access, for instance, to "top secret" energy and propulsion technologies, are awakening and liberating their knowledge from the exclusive control of "the authorities." Administrators, soldiers, policemen, teachers, doctors, lawyers, media mavens,... in short, Sovereign Individuals in every station and occupation are, One by One, awakening to the realization of Who We ARE in Cosmos and taking what steps We may, from moment to moment, to change course from the suicidal "automatic agenda" laid out by "the authorities."

These activities are not visible or easily discerned. You have to look carefully beneath surface appearances to perceive any intimation that it is happening at all; because it isn't being "organized" by anybody. It is spontaneous, Individually unique, apparently random; and unerring in its perfection of timing and effect. The paradigm shift is in progress and on time, right here, right now, and the Dark Age of the "automatic agenda" of "the authorities," spawned by ignorance, hate and fear, is very rapidly now drawing to a decisive close. That, it seems to me, is the large message of UFOs, CE-IV events and many other contemporary phenomena, such as crop circles, political and economic unrest, Y2K, etc., which may or may not be perceived as related.

Accordingly, following is what this Sovereign Individual proposes to do, right here, right now, in spontaneous contribution to the paradigm shift on Planet Earth. I propose, and hereby announce, a new level for The New Paradigm publication, which I dedicate now upon a higher arc to the continuing task of helping, or assisting, or facilitating somehow the change in Human consciousness - the paradigm shift required to "change the world" - without imposing anything on anybody.

I observe that many (at the time) new and visionary projects have been launched over the course of Human history; but their aggregate effect has finally culminated in the Human condition in the contemporary world - I believe because all the apparently rich variety of Human culture and creativity and resourcefulness have been securely tethered all the while at bottom to the "old paradigm" of "fight / flight," "me vs. you," "us vs. them," "kill-or-be-killed," "pillage-and-burn," etc. If that paradigm does not massively shift, Humanity will without fail turn each new visionary project into an instrument of self-destruction - until destruction is complete. As I have said, I do not believe this is what is now happening.

In accordance with what I believe is happening, I propose what I further believe to be a crucially vital component of the emerging Human social landscape: something "almost, but not quite, entirely unlike" a "school," or an "academy," or a "temple of learning." That is, I envision some form of "non-institutional institution" deliberately aimed at "consciousness expansion," so defined as to have as little formal definition as possible, without its identity or presence vanishing altogether. It should be a "place," or a "network," designed in such a way as to encourage and facilitate the Individual expansion of consciousness in accordance with, and at the pace of the Individual's preferences and inclinations. It might begin simply as a well-designed Library; but I visualize it expanding into something much larger and varied: "almost, but not quite, entirely unlike" a university campus. [Phrase borrowed with gratitude from Douglas Adams, The Hitchhiker's Guide to the Galaxy, 1979.]

Unlike a "school" or a "university," this "non-institutional institution" will have no hierarchical structure, no "teachers," no "students," no "grades," no "degrees," no "curriculum." Rather, it will be a "learning / growth environment" in which Individuals of various interests, skills and attainments might associate with others of complimentary or resonant interests; seek the mentorship of associates with knowledge or skills they would like to attain; possibly offer mentorship in turn to others seeking their attainments. Any Individual might be at once a "mentor" and a "mentee" under varying circumstances, in relation to other Individuals or groups of Individuals. There is no subject or sphere of Human interest that may not potentially be pursued within the open structure of the "institution;" the only "requirement" being that at least one Individual has a keen enough interest in it to pursue it - whatever "it" may be.

Some of the advantages of such a "non-institutional institution" are: a) a concentrated and constantly growing distillate of information generated by the combined pursuits of the participants; b) a focal point of attraction for talented and capable Individuals in a wide and widening spectrum of Human interests; c) a concentrated ambiance of energetic and purposeful learning, spiritual advancement, inventiveness and research; d) access to the first fruits of highly stimulated and thoroughly unfettered Human creativity.

I visualize the "non-institutional institution" (I don't know what to call it at the moment - decidedly not anything harkening back to any "old paradigm" prototype - suggestions are solicited) as being profitable, or at least economically self-sufficient; an objective that might be achieved in a variety or combination of ways. A modest "tuition" might be charged all participants, "mentors" and "mentees" alike; but I expect the greatest profitability should arise eventually from a percentage of royalties accrued from the commercial fallout of the various creative projects pursued by the participants. Additionally, commercial arrangements may be made ad hoc between or among "mentors" and "mentees," with a percentage of the proceeds contributed to fiscal support of the "institution." There are doubtless numerous other schemes whereby the "institution" may be funded.

The overall objective is for the "institution" to exercise the bare minimum supervision over projects pursued under its auspices, consistent with maintaining fiscal solvency for growth and diversification, and pursuant of the overarching purpose of promoting, fostering and nurturing Human consciousness expansion. It could be that the only prerequisite for participation will be an agreed and understood harmony with the principle that all Life is One, and our mutual objective is to learn the Arts of "walking in a sacred manner upon the Earth and in Cosmos."

This, anyway, is a thumbnail sketch of the direction in which I wish to take The New Paradigm at this time. I seek the input of as diverse a spectrum of "resonant spirits" as possible, and have no wish to imprint the result indelibly with the stamp of "Harmon's Concept;" for one of its primary objectives is definitely to climb from under the shadow of egoism in all its forms.

In conclusion, I observe that the prototype for all contemporary "learning institutions" was established by the Greek philosopher Plato in Athens in 387 BCE. Plato's Academy was a place of instruction for "philosopher-kings," was elitist and rigidly hierarchical, and sounded the keynote for academia from that day to this. The "non-institutional institution" I have in mind is not of that lineage whatsoever. It has nothing to do with training "philosopher-kings," but with facilitating expansion of the limitless consciousness of Sovereign Cosmic Individuals of all races, ages, places, cultures and walks of life; in the firm conviction that when each Individual achieves the wisdom, consciousness and love to rule effectively Shimself, no further governance will be required or appropriate. I wish to invite specifically, but not exclusively, the participation of Individuals who have had, or may have had CE-I, II, III or IV experiences, or are involved with their investigation; Individuals gifted in the arts of healing, divination, ESP; inventors, artists, musicians; Individuals knowledgeable or interested in any of the existing professions, who are also interested in sharing their knowledge and/or interests with similarly inclined Peers. I do not know how or in what form this "new paradigm" "non-institutional institution" will take shape; at this point it seems sufficient just to express it as a concept, to others and to Cosmos. I invite the considered response of all with whom it resonates.
